The horse skeleton is at the Australian Museum in Sydney where it is known as the Bone Ranger. It used to be called Sir Hercules, one of Australia's foundation thoroughbreds.

Bred in 1843 at Clifton Stud on the Hawkesbury River north of Sydney, he never won a race but managed to sire (as they say in horse riding circles) a line of horses that won most of the championship races.

The rider is unknown (to me at least) but has apparently changed over the years. The last one was replaced when it started to look a bit tatty.
