Dog Byelaw   
The whole of lea marshes (from Coppermill Lane to the waterworks is in the London Borough of Waltham Forest and subject to LBWF byelaws. LVRPA has its own byelaws it manages with its usual lack of competency. These do not over rule or supercede LBWF byelaws.

The LBWF byelaw says the maximum number of dogs that a person may have on public land, like lea marshes, is six. The byelaw has a schedule incluing a catch all clause that includes: "Any other land which is open to the air and to which the public are entitled to have access (with or without payment)." Another similar byelaw has a schedule excluding LVRPA so clearly LBWF intends this byelaw to INCLUDE LVRPA (otherwise it would have excluded it).

This came into force on 8th November 2006.
