Low Hall Meadow is more or less totally inaccessible, though clearly kids are getting in there since it's easy to see paths. It is next to Low Hall Farm Allotments, leased to Walthamstow Town's Allotment Association by Waltham Forest Council. The allotments can be accessed through a gate in Bridge Road, E17. About 15 years ago quite a number of flats were built in Cockerell Road and the adjoining area and it is tragic that they have no easy access to the green area.

Walthamstow Town's Allotment Association was set up at the beginning of the 20th century and held its 92nd AGM in 2007. It manages four allotment sites: Chestnuts Farm, Cheshire Fields, Hoxton Manor and Low Hall Farm.

The WTAA leases the land from Waltham Forest Council, and manages issues of leasing, rents, getting financial and legal advice, fund raising and other external relations. Each site committee runs day-to-day activity, and can decide on letting plots, having open days and other activities (subject to overriding policies such as equal opportunities).
