Introduction Park Development Framework

Lee Valley Regional Park Act 1966 Section 14 Draft Area Proposals Consultation by the Lee Valley Regional Park Authority on Draft Proposals for Area 2 (click to see note) Ruckholt Road to Coppermill Lane The Authority is in the process of preparing a suite of documents, the Park Development Framework (PDF), which will establish our aspirations and specific proposals for the future use and development of the Regional Park. In July 2010, the Authority adopted the Vision, Strategic Aims and Principles followed by adoption of a series of Thematic Proposals in January 2011 which set out development and management proposals on a broad Park-wide thematic basis.

The next stage is to translate the thematic proposals onto area based maps in line with Section 14 of the Lee Valley Regional Park Act 1966 (the Park Act) and provide specific proposals covering the whole Park. This will be a phased process with priority being given to areas where significant change within or adjacent to the Park is planned. Once it has been completed it is intended that these area proposals will completely replace the Part Two Proposals of the Park Plan 2000. In the interim where an area is updated it will specify which parts of the Park Plan 2000 it is replacing, the rest remaining in place. These new proposals are intended to replace the majority of section 7 of Part 2 of the Park Plan (2000).

For the local planning authorities in whose boundaries the Regional Park lies the importance of these proposals is that once adopted by the Authority section 14(2) of the Park Act requires their inclusion in their Local Development Frameworks. Their inclusion does not however imply approval of the local planning authority although clearly it is hoped that by reason of this process there will not be fundamental objection to them. It is anticipated that these proposals will be adopted for this particular area by May 2011.

The Lea Bridge Road area extending between Coppermill Lane in the north and Ruckholt Road in the south is the first area to be considered in detail. We would like your views on the draft proposals for this area. Consequently between the 15th Feb and 29th March 2011 you are invited to comment on the area proposals which can be accessed by opening the documents below

A small exhibition will be held at the Waterworks Centre, Lea Bridge Road when officers from the Authority will be available from 2.00- 7.30pm on Friday 11th March and between 10.-2.00pm on Saturday 12th March to discuss these proposals. A map giving details of how to access the centre is available over leaf. Bus routes 48, 55 and 56 run past the centre. The centre is fully accessible. Background Document

NOTE ABOUT THE NUMBERS: Early on in the consultation process LVRPA re-numbered the areas. The Park was divided into 9 areas and LVRPA changed it to 8, so Area 3 became Area 2 - same area different number. Then also as a result of consultation responses LVRPA moved Route 2.R.4 so that south of Lea Bridge Road it followed the eastern boundary of Hackney Marsh rather than going through the middle. 2.R.4 is a pedestrian and cycle path.
