Mugwort or Common Wormwood (Artimisia Vulgaris), a tall herbaceous perennial. It has lots of colourful names including Chrysanthemum Weed. It grows on poor nitrogen rich soil and encourages butterflies and moths, who feed on its leaves and flowers.
