This barrier has lately been installed on the Lea Flood Relief Channel close to Lea Bridge Road. It looks like an attempt to stop navigation but this is unlikely since the FRC is usually only a few inches deep. You could paddle in it. There have lately been two expensive attempts to clear the green slime (river weed of some kind?) from the FRC. As you can see from the foreground of the picture these have not been overwhelmingly successful. But this barrier appears to have stopped the slime in its tracks. Is that the idea of it?
