Green slime

On July 28 several mechanical diggers were at work (probably paid for by the Environment Agency) apparently clearing the green slime from the Flood Relief Channel. Less than a month later and the FRC is as bad as it ever was. It was cleared again at the end of August. Then in early September a barrier was put across the FRC, apparently designed to stop the slime. It's hard to see what's wrong with the slime but the exercise must have cost hundreds possibly even thousands of pounds. Should public money be spent in this strange way?
